Dora Guzeleva is an experienced energy professional, having worked in the Western Australian energy sector since 1994. As Director – Wholesale Markets, Dora leads the teams responsible for the operation and development of Western Australia’s key market and regulatory frameworks, including the Wholesale Electricity Market in the South West Interconnected System, the Pilbara Network Rules in the North West Interconnected System, and the Gas System Information Rules. Her teams also provide secretariat and advisory support to the Market Advisory Committee, the Pilbara Advisory Committee and the Gas Advisory Board.

In this role, Dora oversees the ongoing evolution of the State’s energy market frameworks to support a secure, efficient and sustainable energy system. She plays a central role in ensuring that market and regulatory settings enable Western Australia’s energy transition while maintaining system reliability and delivering value for consumers.

With several decades of experience across the sector, Dora has contributed to major reforms and developments within Western Australia’s and the UK energy markets. With a strong commitment to collaboration, she values the expertise of her teams and their contribution to delivering efficient, reliable and environmentally sustainable energy services for the State.
