This looming PPA cliff is set to create an uncertain offtake environment, one that is likely to favour scale, flexibility, and innovation over traditional, single-asset bilateral contracting.
While buyers may temporarily benefit from a surplus of projects seeking offtake, many will also be exiting existing contracts and retiring coal assets at the same time—creating an urgent and overlapping need for replacement energy.
This timing mismatch means the PPA cliff will likely coincide with a major build-out of new renewable energy, driving complexity in both contracting and financing for new and existing assets.
