Dr Louisa Mamouney, Executive Director, Conservation Planning and Offsets, Department of Climate Change, Energy, the Environment and Water

Dr Mamouney is the Executive Director of the Conservation Planning and Offsets (CPO) Division. She has led reform of the biodiversity offsets scheme over the last few years, including recent improvements to the operation of the scheme for renewable energy projects, and considering how to transition the scheme to net positive. While this work is still underway, it includes better biodiversity support for energy projects and improving strategic outcomes through conservation investment strategies and strategic offset delivery agreements.

Louisa has extensive experience in public policy and programs, including natural resource management, environmental policy and economic and regional development. Louisa led the development of the NSW BioBanking Scheme in 2006-08, and has also worked for the Department of Premier and Cabinet, Department of Industry and Department of Regional NSW and Department of Planning, Industry and the Environment. Louisa has a PhD from ANU’s Fenner School and degrees in science and law, and is Deputy Chair of the NSW Government’s Community of Policy Professionals.
